I think Star Trek: Discovery S5's writers are still so traumatized by how badly the show's very alien interpretation of Klingons were received in S1 and S2 that they've completely undershot the mark on the Breen.

We didn't know much about the Breen from TNG and DS9 except they wore encounter suits and spoke unintelligibly.

So far, the Breen reveals have been pedestrian and boring. Yet another imperialistic warmongering humanoid species hell-bent on power.
