Though Hitler certainly did try, for example relations with Poland only soured in the late 30's. He visited a memorial service to Polish Marshall Piłsudski in 1935 for example, and propaganda films from that Era are rather friendly towards Poland (e.g. 'Ritt in die Freiheit', 1936).
And Great Britain declared war against Germany because they didn't intend to leave Germany alone, much like Whites today aren't left alone if they retreat inna woods.
