How did they become junkies, though? Many were normal folks, with normal lives - then, maybe had a medical-expense, or divorce, or were replaced by 3rd Worlders.
I've watched this happen. I am lucky - as are some other - in that addictive-drugs don't tempt me - plenty of "free offers" declined. But I've lived working-poor for years at a time, and been around it.
First, they usually live in their car - then the cops roust them and tow the car - then on the street - then take whatever drug/alcohol to dull the pain - then addicted.
Desperation is driving the fall of many into addictions. It's not a coincidence the opioid epidemic hit hardest where the factories were stripped out and sent to China and Mexico.
At the least, an area can be set up where they can just pitch a tent. If it were me, I'd do the BLM-Land camping bit - just rotate where you stay, and it's legal.
