They're quite different.
Mistborn is more self-contained. Better action. More emotion. Bigger stakes (within one book).
Empire of Silence has better prose. More philosophical. It's mostly sci fi rather than fantasy.
Mistborn book one and the overall trilogy is one of my favorite series overall, so I'd have to go with that between the two, comfortably.
