Immutable operating systems are handcuffed or read-only to restrict any kind of modifications to it, declarative operating systems have a very specific way to be modified, but there's no restrictions to it. You can still do plenty of development or simply compile software on them if you use something like GNU GuixSD on top of not having to modify or install bloat on your host machine, such thing is impossible with immutable proprietary systems such as SteamOS, unless you disable that restriction.
