And ultimately *whoever* owns the rail infra in Germany - and whether that organisation is more or less separate from Deutsche Bahn - is really neither here nor there.

If the German state refuses to put the necessary cash behind the renovation of the rail infra in Germany (tracks, signals, bridges, stations etc.) then forget achieving any meaningful progress - to either improve reliability, or shift more passengers and freight onto the railways.
