Sorry about the unplanned #FRZ downtime. I needed to to restart PostgreSQL after an `apt upgrade`, which I assumed would take about 3 seconds. Which it totally would have, if somehow the en_US.UTF-8 locale didn't go missing during the upgrade and need to be built afterward.
