It would be great if fewer things were treated as "unusual activity." Using a password manager? Recommended, not unusual. Using a VPN? Self-protection, not suspicious.
And, yeah, I get it... a few bad actors ruin things for others. I feel like that's the lazy answer. "Well, a few people made things harder for us, so we'll make things harder for everyone."
