At the moment, most RISC-V CPUs are closed source and the few open cores are part of an overall non-open-source SoC. That's not even getting into all the other components like the radios (cellular, Wi-Fi, Bluetooth, NFC, UWB, GNSS, etc.), SSD, memory, touchscreen, etc.
