Both is the obvious answer.
However the order is what matters.
Ideas stem from our inputs.
It’s the intersection of inputs that spark ideas.
But if a person has an idea and that idea never progresses past the “Think It” stage
Then the idea never comes to life beyond that person.
In other words, it’s upon one believing (in) the idea that an idea materializes.
Hence, in order for materialization, the idea must have a person.
So only a person (or group of people) can generate an idea. And without them, an idea cannot exist.
They (the person and the idea) are mutually inclusive and required by one another.
