I really like the mockup and your reasoning. The default UI is just awful and your suggestions (and Bird UI!) are definitely a big step in the right direction.
One thing caught my eye, though: modal form. What was your reasoning to make it as a modal?
I've grown to like about the current UI because you can start writing a post and continue browsing at the same time. The form just stays there, but does not prevent you from doing something else.
It may just be me, but I find this very useful. Especially with longer posts, I often need to refer to other toots, and being able to do that without having to open multiple browser tabs is really nice.
I think modals can be great when there is a real reason to force the user to do only one thing at a time. However, writing a new toot does not feel like that. Writing shouldn't interfere with reading toots and notifications for no reason.
And yes, I know it is also possible to use multiple browser tabs and implement a stateful modal too, but that is not the point 😄
