That's correct, relays do not by default share data with each other, though a NIP for doing that is in the works I think. Right now it might be useful for all relays to have identical databases, but that's not what Nostr is designed for. I expect a large array of small, community-oriented Nostr networks (nostrworks) to appear over time, and those wouldn't be sharing data in that way. Having a certain number of relays in that particular network that all *do* share data would be great for redundancy, but not across all networks.
