Zefram Cochrane is necessarily producing and storing AM in bulk, and loading it into the shell of a system designed to deliver death back to Earth, quickly and effectively. His theory of warp propulsion (at least under current Trek canon) requires that he do so.
He's the Nuclear Boy Scout, but instead of a bunch of smoke alarms and and a contamination hazard, he's holding an _actual nuclear weapon_ - or something comparably dangerous, anyways.
