Obviously she gets specific in the OP to present one example, but my thinking trends more broadly in an "Anatomy of the State" kind of way, i.e., how the State functions generally.
In that piece, Rothbard talks about how important the 'intelligentsia' are to crafting and shaping narratives on behalf of the security of the empire.
