If the latter, it's likely the upshot will be a law which cannot be enforced to the full. If that writer is right, then the law would require mutually contradicting actions, like significantly reducing food production (no cattle/sheep, drastic cut in fertilisers) AND stopping shipping. It's flat out impossible to neither produce nor import food, that's basic reality. Also only heating rooms while people are in them, sounds pretty damn difficult to achieve with most heating systems that are not local heaters or fireplaces.
