You want to look at Candela, not lumens.
A wide-beam 500 lumen flashlight don't mean shit if you can't see more than 50 yards with it.
Also consider a collar-attached airtag or other low-energy tracker in addition to a stamped metal tag. If your dog runs and is hiding in someone's yard or something, there's a chance it might get picked up by a nearby device.
Losing a dog sucks.
