For some reason New Zealand and Australia seem to be test grounds for all these horrific, draconian laws that attack not only freedom of speech but freedom in general.
Why is that?

If gangs are doing things illegal, then arrest them for the illegal things. The new government policy of making speech illegal is pretty messed up, in this case racist too.
