Unrealised capital gains already exists. In peon land - if you wan to inherit a house -taxes are calculated based on 'market value' - even if you aren't able to sell the house since the bank doesn't give credit to a buyer.
So that is already ucg. But of course the expansion of this scheme is lucrative.
