If it is a pre-configured room that users don't need to manually join, then it is a global room, I.e global discovery.

I think this conversation proved my point, we had to put in the work to figure out that you are specifically looking for global discovery not small fragmented rooms.

The reason global discovery is not used proudly more often is because decentralizing that is an extraordinary claim that requires extraordinary explanation... it is easier to be vague and be able to walk it back and say "oh we always meant decentralised sub-communities".
