It feels like longer sentences are mainly to make it sound like politicians are 'doing something' about crime, where I suspect it has very little deterrent effect, as most criminals are not expecting to be caught (how many of the recently jailed rioters gave careful consideration to the odds of being arrested and their potential sentences ?)
