Look under the sink where the water is hot first thing. There may be a thermal bypass valve that will circulate back through the cold water until the hot water is hot. Is the cold water ever slightly warm and then cools off when you run it? That would be a sign that you are circulating back there cold water line.

If you find something like this, you probably have a recirculation pump on your water heater and just need to adjust the timer on the pump.
