Israel's military has now admitted to the gross violation of UN Charter and other intl law by bombing Beirut.

Note again that there is no exception allowing for "retaliatory strike", "targeted strike", etc in another State without that State's permission. A military action by one State within another without being invited is an act of war of aggression, which is called the "supreme international crime".
The only other two other options are UNSC mandate (not the case) or direct defense to an at the time ongoing armed attack incident which must then end when the attack in question ends and the issue be brought to the UNSC.
