L-BTC is only created when BTC is locked in a multisig. This is all verifiable on both chains (exactly same mechanism as LN).
The only meaningful difference between Liquid and LN is that the multisig you enter in LN you can force close (by paying a fee), whereas its a federation that controls multisig on LN.
Again the differences are degree not kind.
