Is there any system you are aware of in which this is 100% true? I've worked for and with organizations of various sizes, and none have worked perfectly, some worse than others. Usually, failures happen for a variety of reasons in all systems. Generally, only those with existing power or access or wealth have the ability to get to yes after years of layers of the bureaucracy say no. In this instance, a single desperate letter, mailed to the office of the nation's CEO was able to get the chance to correct a system failure for a person without power, access, or wealth. That's what's to celebrate, that there still exists a way (with a 68 cent stamp) to right a system failure from an administration where it's not just billionaires who can get White House assistance. This has a historical thread, Lincoln famously met with average citizens who lined up to press their individual request for redress.
