That's been a common complaint with all sorts of damage, fire, gas explosions, falling masonry. It seems to be not that it's literally unsafe, but that they don't want to be liable if the resident is told to go in and is then injured, so insurance says no, and they can't collect their stuff. People have even offered to wear safety gear, sign waivers, but are still told no.
