If there was some freedom tech that was actually working, it would have to be attacked. Ignoring it as a strategy to avoid a kind of Streisand Effect would be viable for a time, but ultimately, the State must attempt to destroy freedom wherever it takes hold. Only after realizing that their attacks are futile will components of the State break ranks and bend the knee to freedom tech and its users.
