Limited Instance, Trusted Follows: If a problem instance gets limited on a good instance, accounts from prob instance followed by users of the good instance are exempted. "Friend of a Friend" feature.

Flood Control: Sets a limit on the number of posts per X time from a particular instance / from a specific instance in the public feed so one server does not dominate. Bonus, set as a ratio to local server posts
