My gut reaction to this question is that 'blame' is not the appropriate word.
This obviously needs more thought.
The anti-Elderkin factions simultaneously want to blame Elderkin for everything that goes wrong and also deny that Elderkin have any real power, which makes the rhetoric complicated.
Elderkin attitudes toward causation and culpability are equally -- but differently -- complicated. "There are no honest dice where Elderkin are present"
