The majority of black people arent career criminals because if they were they'd need to keep stealing all year, but, as previously noted, the crime rate significantly drops in the winter. It's possible that black people are mainly dependent on welfare while subsidizing their lifestyle with "summer fun." However, I'm not an expert on this topic.
