Something I've noticed is that some instances are a lot more accepting of risqué content and don't require content warnings on those posts. This is something that in isolation wouldn't matter but when you consider the broader picture; the fact that other instances will see those posts when they federate with your instance, you run into trouble.
Certain groups I've seen allow posts of people in just underwear for example, jockstraps and such, something I think most people would probably consider nsfw but inexplicably some instances are like, "that's fine" despite the fact that their instance is being seen by other instances, some of whom would probably like to consent to seeing that type of content rather than just seeing it without warning.
Rules in instances really ought to consider the fact that their instance is visible to others.
In the same way that you can be a nudist in your own home and nobody will care but if you leave your windows wide open and answer your front door completely naked it wouldn't bode well, I believe the rules of instances ought to consider the fact that their instance isn't in a bubble, that other instances are able to see their content and making the rules more considerate of other instances would actually help by preventing your instance from being defederated because your users can't stop flashing their asscheeks without CW's.
Setting a CW is just being considerate of others.
