I agree, but power corrupts and corrupted authorities wil inevitablyl stifle freedom of speech, action etc, in order to maintain/increase their level of control over the masses/Plebs, thereby impeding the growth of civilised society. Like in the 'Red Queen Effect', the authorities race for control, while the Plebs race for freedom.
