First, it is demeaning to call a 17 year old a child, regardless of gender. They are minors, adolescents etc., but no longer children. You don't suddenly switch from being a child to an adult the moment the clock strikes midnight on your 18th birthday. It is a process.
Second, if we do not distinguish crimes by their severity, we will exhaust ourselves with less severe cases, and then have no energy left for the real monsters.
