Seriously now? If you have millions of immigrants and you kill some of them you're not doing much other than terrorizing them. You must be willing to kill them all, or at least most of them, cause when you start, it might well go the other way, they might actually organize against you to survive. It's not as simple as "shoot one, the other 999.999 of them will obey you forever".
