What action would you suggest the US take to be active rather than reactive? A premptive strike on Russia? On Iran?
The whole idea that the US should (or even can) set the music for the entire world to dance to is highly problematic on many levels. If you agree that is not the kind of "leading" we would want, then you have to accept "leadership" must also have reactive elements.
Sometimes leadership is reacting as best you can to changing, difficult situations.
