I know there are court challenges to the constitutionality of this. But if the President can’t make cuts at this level, who can? All the incentives are broken for Congress to address a bloated government. I hope the courts consider this question in the coming months. At some point, some person or entity has to be able to shrink the federal govt without a constitutional amendment
