这地的失败确凿无疑，不想多言。思来想去，想榨出来点值得以后借鉴的有点价值的讯息，我认为济南是个只有投资花钱， “剃头挑子一头热”的特例，用来分析仅有投资驱动，税收收入会呈现怎样的相关性，延伸一步，权利独大主导的经济到底是怎么发展的，权利主导这个因素在业绩方面的归因比到底是多少？假如说济南这七年的强省会战略有那么一点研究价值的话，那就是把经济综合发展相关联的要素之一“权利主导”给强行单独实践了一把，呵呵，政府也是市场的一部分，研究它的作用多大，对于以后摆正位置有借鉴意义，这就是济南用那么大代价换来的。
