Hamas won the elections in 2006 by a relatively small margin (44.45%, vs 41.43% for Fatah), and they haven't allowed new elections for the past 17 years.
If Hamas is defeated, there will be a vacuum of power that will be hard for Palestinians to fix on their own, after almost two decades of Hamas running every aspect of the public life.
Without official land concessions (which include both Gaza and the West Bank), and the commitment from Israel to respect those boundaries this time, and without external support to rebuild at least a vestige of democratic institutions, it'll just be a matter of weeks/months before Gaza falls again in the hands of another terrorist group. Both Iran and Hezbollah are preparing for a post-Hamas, even more radicalized Palestine, while the West is doing basically nothing to prevent that.
