I forget is the rule that the anagrams are designed to be unscrambled on a per word basis and then arranged in sequential order?

Or is it you take all the letters from all the words. Rescramble them into all of the new possible words like scrabble. Then rearrange all those potentialities to form and determine the most probable coherient sentences?
