It's easy to target scientists themselves because their names appear on publications, and there are a number of them that also like to be in the limelight. The distribution of funding in any given field of science is similar to content creators on any centralized platform in that there are a few whales that get most funding, and the vast majority fight for the remaining pittance. The stakes are already so low for a typical scientist that they can essentially go broke at a moment's notice. There's so much more that happens around research that restructuring various aspects of the institutions and the incentive systems would probably have a more meaningful impact on reducing fraud compared to squeezing the scientists even more than they are.
