I've seen that in my field as well. Being licensed is just an inconvenient hurdle that everyone goes through. You're required to get licensed and are given an amount of time after being hired to do it, but it carries no weight. No one really cares that you're licensed other than to check a box off.
The company heavily promote various certifications though, because those do carry weight. Some aren't cheap either. They happily pay for people to get certifications because it benefits them in all the ways you mentioned.
