There were grants to do research as well as free hosting of data. We supported Kelly Wanser of Silverlining to get GCM data and code onto AWS as part of the ASDI - Amazon Sustainability Data Initiative. It’s run by the public sector open data team nowadays with nonprofit donation funding. Microsoft Planetary Computer and Google Earth Engine are related but different programs.
