If you want to stress that Linux is only a kernel, you should write; "the kernel, Linux", or "Linux, the kernel".
I agree with Linux developers that every bug is a security bug, but I don't see the point of filing CVE's - as those are to embarrass proprietary software developers into fixing the bugs, while there's no embarrassment required for Linux developers, as they usually have already fixed it before filing the bug.
Resource exhaustion is a DoS attack as the OOM reaper is know for its poor behavior on memory exhaustion and in that case the OOM reaper wouldn't actually be able to do anything, as it can't kill netfilter.
