I think that’s still just a symptom of a broader underlying issue: lack of empathy.
I’m not sure how you go about tackling that, other than it needs to start *very* young, and needs to be embedded in society.
Developing empathy alone isn’t enough though, it also needs to paired with teaching how to act & handle the situation where your environment means you’re regularly surrounded by people lacking empathy - otherwise path of least resistance wins :/
