They think he's Indian because Hinduism and Neoplatonism are practically siblings and he's an easy missing link. The words karma and samsara aren't there but the idea of reincarnation as the consequences of your actions is the same, and the goal of disincarnation through virtuous karma and union with Brahman (the Monad) is the same.
I don't think that's because he was Indian though. It's a lot like people who think Jesus travelled to India, all these traditions are just uncannily similar, and materialists can't imagine any reason for this other than a direct lineage of transmission.
The best introductions I've found to this and other traditions of thought are the Cambridge Companion series. More popular primary sources too, the Dhammapada and the Bhagavad Gita for Buddhism and Hinduism, respectively. Both have cheap editions by Penguin if you like physical copies.
