OK, let me get this straight: President Biden just issued a blanket pardon for any US citizen/resident who has been charged with possession or use of marijuana. But, it's still technically illegal to possess or use marijuana in the US? Like, if you toke up to celebrate the pardon, you could get charged today & not qualify for the pardon???
