I think the reporting is mostly a relay thing. The report goes to your relay operators and they can use it or ignore it. Blocking only works for each npub you block so if they keep creating new ones then you’ll keep seeing them unless your client lets you filter. Nostur and Damus both have a “friends and friends friends” filter. It works well. Primal also seems to have filtered them out. I’ve had very few issues with it after the first day or so.
