I've been to the Rose & Crown Pub at EPCOT a few times but I never noticed the trash can in front of it.
The Disney Day Drinkers Club has been using the trash can in front of R&C a while now for pictures.
When an employee moved it across the street (it was blocking access to the pub) - they got mad and after a few days it was put back.
