It is, and the things I did to achieve friends are kinda radical.
I straight up:
1) Scoped out cities across the US to move to, which I could do because I work remotely.
2) Moved to the one where I fit in the most culturally...after spending multiple weekends there talking to people and shaking palms
3) Went to like 3-5 different meetups and library events a week
4) Eventually succeeded.
You either need to be extroverted or you need to let the extrovert bump into you. It's far from impossible, but it is doable.
The other element here is that I *in particular* am patient and able to get along with people I disagree with: to the point where it's kind of ridiculous sometimes. It's certainly harder to make friends if you're demanding that they all be 1488 Hitler-heilers.
