A problem I see that contributed to the current dismantling of the U.S. government is a lack of long-term marketing. People don't know what the weather service or the NIH actually do for them, so they don't understand how bad it is for them to be disrupted.
So the way I think of it is that even though everyone uses their service and they don't need more followers, the weather service should still do some marketing.
