There is no "supposed to" in that regard. You run a relay for yourself and/or for others if it is valuable to you to do so.
It is generally valuable to most folks to run at least a private relay for backing up their own notes. Thankfully, greenart7c3 (nprofile…lmth) has made that really easy for anyone on #Android with his #Citrine relay, which can be downloaded from the zap.store (nprofile…uvay) .
If you want to run a relay that your friends can post to as well, and you have a little bit of knowledge about how to set up a reverse proxy using nginx or something similar, you can run a really easy web-of-trust relay using cody (nprofile…5u3k) 's Nostr Relay Tray on a desktop computer.
If you want to run a relay where you can manually whitelist who can access it, and you don't want to have to figure out how to reverse proxy to give folks access over clearnet to it, or you don't own a domain you could use for that purpose, then you can use a hosted relay from cloud fodder (nprofile…csqu) 's relay.tools. He provides some great configuration options, too.
If you would like to potentially make some sats by running a premium relay for others that includes a Blossom server for them to host their media, too, you should look into 👨💻 utxo 👨💻 (nprofile…uy96) 's Aegis relay. This is a bit more responsibility, though, especiially regarding the media hosting on the Blossom server side, as you will need to monitor for illegal content being posted to your server and take it down when found.

In any case, you don't HAVE to run any of these to use Nostr. Use some public relays, and ideally use some web-of-trust relays if you are within the web-of-trust of someone who runs one.
